Introduction

Hello and welcome. My name is Doctor Marko. You may be wondering what is this place? Well, this is the SCP Foundation. An international organization that research and contain anomalous items.

What does SCP mean? SCP is an anagram.

The S stands for Secure

The Foundation secures anomalies with the goal of preventing them from falling into the hands of civilian or rival agencies, through extensive observation and surveillance and by acting to intercept such anomalies at the earliest opportunity.

The C Stands for Contain

The Foundation contains anomalies with the goal of preventing their influence or effects from spreading, by either relocating, concealing or dismantling such anomalies or by suppressing or preventing public dissemination of knowledge thereof.

And the P stands for Protect

The Foundation protects humanity from the effects of such anomalies as well as the anomalies themselves until such time that they are either fully understood or new theories of science can be devised based on their properties and behavior. The Foundation may also neutralize or destroy anomalies as an option of last resort if they are determined to be too dangerous to be contained.

Hence SCP.

There are some terms you as an E-class personnel who are reading this must know to provide your stay to be as lasting as one may hope.

Safe: The anomaly can be contained by simply leaving it alone. No special procedures, methods, or events are necessary to keep it from damaging the world. This does not necessarily mean it is not dangerous - a Safe-class object can be world-threatening if not contained, but it's just really easy to contain them.

Euclid: The anomaly is inherently unpredictable, or requires some amount of special effort to be contained. You're not quite sure what will happen if you leave it alone, and it might be a little bit more complex than a Safe-class entity, object, or phenomenon.

Keter: These SCPs are really difficult to contain, requiring a huge expenditure of resources or extensively complex containment procedures. The most dangerous of phenomena are classed as Keter, often but not always pose an existential threat to humanity, the world, or universal structure itself.

Thaumiel: This is a very rare object class only known to the highest levels of the Foundation. In essence, Thaumiel-class objects are "Anti-Keter" - they are used in the containment or counteracting of other SCPs. They act as powerful tools used by the Foundation, which normally rarely uses anomalies.

Neutralized: It used to be anomalous. Now it's not. Maybe it just stopped working on its own. Maybe someone accidentally or purposefully destroyed it. Either way, it no longer has functional anomalous properties.

Explained: Explained SCPs are common articles about anomalies that are completely and fully understood to the point where their effects are now explainable by mainstream science or phenomena that have been debunked or falsely mistaken as an anomaly.

Special Containment Procedures

The Foundation maintains an extensive database of information regarding anomalies requiring Special Containment Procedures, commonly referred to as "SCPs". The primary Foundation database contains summaries of such anomalies and emergency procedures for maintaining or re-establishing safe containment in the case of a containment breach or other event.

Anomalies may take many forms, be it an object, an entity, a location, or a free-standing phenomenon. These anomalies are categorized into one of several Object Classes and are either contained at one of the Foundation's myriad Secure Facilities or contained on-site if relocation is deemed unfeasible.

Operational Security

The Foundation operates with the utmost secrecy. All Foundation personnel must observe the Security Clearance Levels as well as need-to-know and compartmentalization of information. Personnel found in violation of Foundation security protocols will be identified, detained, and subject to disciplinary action.

There are many SCPs some if not most are harmless, while others pose a threat to humanity as a whole.

Now that you know about the terms and classified SCP lets touch on the classification of personnel and security clearances. As an agent, you are required to have clearance to an scp for testing purposes, but not all items can be accessed easily.

Foundation security clearances granted to personnel represent the highest level or type of information to which they can be granted access. However, having any given clearance level does not automatically grant access to all information at that level: personnel is only granted access to information on a "need-to-know" basis and at the discretion of the designated disclosure officer overseeing their respective departments.

Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data.

Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information.

Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, field agents, and containment specialists hold a Level 2 security clearance.

Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Task Force operatives hold a Level 3 security clearance.

Level 4 security clearances are given to senior administration that requires access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Task Force Commanders.

Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to O5 Council members and selected staff.



There are five classes of personnel. They range from A til E


Class A personnel are not allowed access to the areas of the facility containing such anomalies and are to be kept in secured areas at all times. In the case of an emergency, Class A personnel are to be immediately evacuated to a designated and secure off-site location. (O5 Council members are always Class A personnel.)

Class B personnel are those deemed essential to local Foundation operations, and may only be granted access to objects, entities, and anomalies that have passed quarantine and have been cleared of any potential mind-affecting effects or memetic agents.

In the event of a containment breach or hostile action against a Foundation facility, Class B personnel are to be evacuated to a designated, secure off-site location as soon as possible.

Class C personnel are personnel with direct access to most anomalies not deemed strictly hostile or dangerous. Class C personnel that have had direct contact with potentially mind-affecting or memetic properties may be subject to mandatory quarantine and psychiatric evaluation as deemed necessary by security personnel.

In the event of a containment breach or hostile action against a Foundation facility, non-combatant Class C personnel are to either report to secure lock-down areas or evacuated at the discretion of on-site security personnel in the case of a site-wide breach or other catastrophic events.

Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row.

In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into Foundation custody under plausibly deniable circumstances.

Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.

Class E is a provisional classification applied to field agents and containment personnel that have been exposed to potentially dangerous effects during the course of securing and establishing initial containment over a newly-designated anomalous object, entity, or phenomenon. Class E personnel are to be quarantined as soon as possible, monitored, and screened for potentially harmful changes in behavior, personality, or physiology, and may only return to duty after being fully debriefed and cleared by psychiatric and medical staff. (Anyone reading this is considered E-class personnel with level 2 security clearances.)


Mobile Task Forces (MTFs) are elite units comprised of personnel drawn from across the Foundation and are mobilized to deal with specific threats or situations that sometimes exceed the operational capacity or expertise of regular field personnel and — as their name suggests — may be relocated between facilities or locations as they are needed. Mobile Task Force personnel represent the "best of the best" of the Foundation.

Mobile Task Forces vary greatly in size, composition, and purpose. A battalion-strength combat-oriented task force trained to deal with highly aggressive anomalous entities may consist of hundreds of troops plus support personnel, vehicles, and equipment and can be deployed in whole or in part to deal with threats across the globe. However, a Mobile Task Force can also be a small, specialized intelligence-gathering or investigative task force that may have fewer than a dozen personnel if that is deemed sufficient to accomplish their goals.

While in the field, task force members often pose as emergency responders, local or federal law enforcement, or military personnel appropriate to the region in which they are operating. Mobile Task Force Commanders can also request the assistance of local field units or personnel stationed at nearby Foundation facilities in order to accomplish their missions.


ORGANIZATION

Each unit is fundamentally structured in a way that best suits its intended purpose. While combat-oriented task forces may closely follow military hierarchy and organization, smaller units may have an informal or otherwise esoteric chain of command. As such, the responsibilities of the Mobile Task Force Commander (MTFC) for each particular task force can vary greatly; the commander for a large task force might focus on maintaining multiple teams and deploying them as necessary to each assigned operation, whereas the commander of a small team might deploy with their team and direct the operation from one location.

Similarly, the cohesion of each unit will vary as well. Some Mobile Task Forces consist of personnel who have trained and worked for many years or even decades together, whereas the personnel of a Mobile Task Force formed on a moment's notice to deal with a specific incident may know little more than each other's' names and fields of expertise.


CREATION

Mobile Task Forces are typically commissioned as deemed necessary by the Foundation's Director of Task Forces, often with the direct approval of one or more O5 Council members. A significant number of Mobile Task Forces are created to deal with specific anomalies exhibiting traits that standard containment or response teams are unable to effectively counteract, though many were also created to pre-empt an emerging or theoretical threat.


DEACTIVATION

Mobile Task Forces created for the purpose of containing a particular anomaly are typically deactivated at the end of the recovery operation or when ongoing containment is deemed no longer necessary. Occasionally, such task forces remain operational if the expertise and experiences learned are considered useful for future incidents, but otherwise, the task force will likely be disbanded and its personnel returned to their prior posts. Very rarely, a Mobile Task Force will also be disbanded if it suffers sufficient casualties to render it incapable of operation. In these cases, if the prior capability of that particular task force is deemed necessary, a new task force may be commissioned to replace it.


What is the mobile task force you may ask?

A Mobile Task Force is a team of personnel that represents the Foundation's best and most effective field agents and researchers and are sent in when ordinary facility personnel is unable or ill-prepared to deal with incidents or threats of a particular type. To take a medical analogy:

The Foundation's technicians and guards are analogous to nurses; they can handle day-to-day concerns and routine tasks such as taking vitals or administering medication but do not have the expertise or authority to diagnose conditions or perform complex procedures.
The Foundation's containment teams, tactical teams, and researchers are analogous to primary care or family practice doctors; they can make generalized diagnoses and provide care of a more sophisticated nature, but their time is valuable, so they are only called in when they are needed.
A Mobile Task Force is like a surgeon or other specialist; they are referred to or called in when the generally available personnel are unable to handle a situation or if the situation is beyond their capability. They are expensive and there is only a handful of them, but they are the best shot at handling any particular case well.
However, just like not all medical specialists are surgeons, not all Mobile Task Forces are armed soldiers carrying machine guns and explosives; considering that anomalies that the Foundation deals with can take all shapes and sizes, it isn't a stretch of the imagination that the Foundation might have task forces consisting of extremely smart field biologists or teams of elite hackers who have very specialized but non-combat roles.


How big is MTF?

A Mobile Task Force varies greatly in size depending on their area of expertise and operational requirements. A team of hackers may have only a half-dozen members, but combat-oriented units may be much larger. To take an example from the U.S. military, it takes around 50 trained troops to safely assault an average home: one squad (at least a dozen men) to secure the perimeter, one squad to assault the building, and one squad in reserve to back the others up. When in doubt, please feel free to contact a subject matter expert who can help you come up with a plausible depiction of a task force suitable for your needs.

Alternatively, remember that a Mobile Task Force is an elite unit and not all SCP objects or entities require mention of such a task force; it wouldn't make sense for the Navy SEALs to be doing traffic stops or hunting down a petty thief, and it doesn't make sense for a Mobile Task Force to be mobilized for an inert object that doesn't pose an active or autonomous threat.


When is the MTS used?

Remember, Mobile Task Forces are the elite, the best the Foundation has to offer. The individual field agents, containment teams, and response teams stationed at sites throughout the world are highly competent in and of themselves, but when they encounter something that even veteran personnel can't figure out, it's time to call in the experts from out of town.

Simply keep in mind that since they are the elite, that means that their services are both high in demand and low in availability. If it's just a milk-run, then there's no need to fly in a team from halfway across the world.

You field argent *Redacted* have completed orientation to the SCP foundation. In your on-site room, there will be a badge with your name, number and security clearances. Keep that with you at all times while roaming the sites.

And just a reminder the file all of the items you’ll be reading are highly classified. If you are caught sharing those will face terminations via gunfire or must worst.
