It all started with a simple idea, and a rather innocent one at that. The idea was to surgically attach wings to an earth pony. But ponies were skeptical, so the Pegasi surgeons had no volunteers. But the idea had to be tested, one way or another.

So ponies began to disappear, being snatched away in the middle of the night. They were knocked out with a sharp blow to the head, operated on, and when they inevitably died from surgical complications and infection, they were dumped into a roadside ditch, all broken and disfigured. The deaths were eventually tracked back to the all-Pegasus surgical team.

And of course someponies began to associate all Pegasi with the doctors' agenda. And then ponies began showing up dead in a roadside ditch, this time with the wings cut off.

Riots began to break out, from Canterlot to the most Celestia-forsaken stretches of forest. Two radical factions began to form and gain power; the VPA (Volant Pony Alliance); and the TPL (Terrestrial Pony League). The two groups demanded the counsel of Princess Celestia, who at the time was impartial. The also wanted Her to pick a side. Under political pressure, She agreed, the meeting was to be held in three days at City Hall in Ponyville. Ponyville was rather neutral and docile in the conflagration, making it a perfect place to hold it.

But eventually three days had passed, and it was time. At City Hall, the rabble between VPA and TPL representatives was near-deafening. Mothers were mourning the loss of their children, sisters of brothers, friends of friends. At that moment She flew in, and everything was suddenly deathly quiet and still. She stood at the podium for what seemed like hours, and She began, "The government of Equestria has been called to make a decision, and a decision we have made. We cannot let this madness continue." Equestria held its breath. "My decision is as follows: since the Pegasus started this mess and have since multiplied it, I have taken the side of the TPL and enact a law that states every Pegasus shall be exiled...indefinitely." For a split-second, all was still. And then all hell broke loose, Pegasi, VPA and otherwise, were being carried off by the Royal Guard. Rainbow Dash was screaming past the top of her lungs, "Let go of me! I didn't do anything! PLEASE!" as she was carried off to the the polar regions.
