Space is a void.  It’s filled with everything and yet still has massive songs of nothingness. The Equestrian Empire (Which was formed in 4392 to fight off an opposing force) has spread across this vast expanse and grows every day.  The Equestrian Empire, as mentioned above, is split into two main vice royalties that are ruled under the two solar Goddesses, Princess Celestia and Princess Luna.  

The two groups are the Solar Empire and the Lunar Republic.  Each has its own government that is ruled under the main government that the goddesses directly control and rule.  Even though the vice royalties are ruled by their own governors, Celestia and Luna look over them and keep them in check.  The groups are divided into many smaller occupations known as provinces and states. The Solar Empire call theirs ‘provinces’ and the Lunar Republic call theirs ‘states’.

Even though the two live in harmony, other empires across the cosmos fight and wage war with one another.  The Equestrian Empire wars with an empire called the Histarian Empire.  This war has left many planets scorched with battle scars and some were even destroyed.  The Histarian Empire isn’t even a fraction of the massive civilization that they try and  conquer, but their advanced weaponry and technology make up for size.  If the Histarian Empire ever got a foothold, they would most certainly take it over.

The main world that started it all, Equestria, is the home of the goddesses.  The planet is still to this day untouched by war.  In fact, the only thing (other than the massive cities) that looks out of place is the massive magical shield that covers the entire planet.  This shield is is maintained and powered by Celestia and Luna’s own magic.  There are other planets with shields (only the ones that have a significant importance has one), but are powered by generators that have to be recharged every ten years.

The empires government is rather like a complex web that involves everypony and every planet in it.  First, there’s the main branch, The Lawsva Sect.  This branch controls which laws are passed and where they affect.  The Second branch, Semi-Lawsva, controls what the civilizations and colonies on certain planets do.  The third, Planets of the Empire (Yes a horrible name, not the one who made it. Take it up with the ones who did make it), weapons.  It tells (and it’s added to when new tech is invented) what weapons are used and forbidden.  That’s it.  The two vice royalties and their states and/or provinces have their own branches, but they’re not important.

Yes, life in the Equestrian Empire can be great.  But, life hasn’t been great. The Goddesses have been using all the resources they can get to fend off a Histarian Empire attack.  The small skirmish has been raging for years now and has no end in sight. The Histarian Empire now has something called The Obliteration Cannon. It does just what it is named. It can put a hole straight through a planet and keep going.  On a lighter note, it takes almost four months to charge by Equestrian time.  But, it hasn't been fired in five months.
